Imagine that a Horizon Walker teleports into range of an enemy which has taken the Ready Action in anticipation of this, attacking as soon as the Horizon Walker finishes teleporting. If the attack kills the Horizon Walker, then they can't attack and they've broken their "promise" to attack after teleporting.

Personally Horizon walker is one of my favorite subclasses for Ranger and would almost always want to take it to at least 11 for Distant Strike + Natures Veil which is just a very fun and versatile combo to me. Hunter represents the classic marksman type, but isn’t locked into a big game hunter or precision based huntsman. Greatsword just works for Horizon Walker. If you want to optimize for highest sustained single target damage, you're going to multiclass out of horizon walker at level 5. For me, the value of Horizon Walker comes from the extra spells of Misty Step, Haste, and Banishment. These are just fantastic spells for a Ranger to have.
